If you never had the intentions of buying a game, then you pirate it, the devs have NOT lost any money/sales because you weren't going to buy it. Whereas if you have no intentions of buying it, pirate it then decide to buy it, you're still a pirate. If you plan on buying it but pirate it until you can afford it, you're a pirate. The only time your a thief is if you plan on pirating it and not paying ever, even then, you're more so a pirate then a thief.
Oh and the Dev doesn't lose money if you pirate it and can afford it, they just never receive the money they weren't expecting, a bit like someone related to you dies (they were a millionaire) and you never expected the money to go to you and it doesn't, whereas if your not expecting it and you receive it, it's just an added bonus.
