Is it possible with Custom Firmware to change polling rate of Joy-Cons (as well as the Switch Lite controller), and lowering the audio buffer size, for better input and audio latency? These are the methods which are commonly used by PC gamers to increase games' responsiveness that is why I am asking...

If polling controllers affects game performance, I'm wondering what kind of PCs those gamers use.
Controllers and audio are just a fraction of the CPU power used for controllers.

But you can connect your joycons directly to the Switch and that will make all communications going over USB instead of Bluetooth. A Pro controller can also be connected with a USB cable.
That should save some processor power.
Audio buffers are something game specific and with a 'small' device like the Switch, that is already heavily optimized.
Each game uses their own library for audio and dumps the output in the audio chip.
