If option 4 refers to the FILE-INFO mode, then it doesn't work for me either. There's a feeling that @pspmaster only fixed the firmware downgrade process (#2888), and the functionality of the other options isn't guaranteed.

Interested in this too. I'm on firmware 20.0.1 and have successfully downgraded many new games, but Well Dweller is the only I didn't manage to run. I tried to change keygeneration from 22 to 20 and 19 with the same result - nsp gets repacked without error, then installed successfully with DBI 912, but finally it is impossible to launch the game. At first, it wouldn't launch at all until I updated Atmosphere to v1.12.0 (apparently due to a lack of ZBIC support). On AMS v1.12.0 the game starts loading and the Nintendo logo appears, but then error "The software was closed because an error occured" pops up.
I can't figure out if the problem lies in specific firmware features that prevent it from running without an update, or if it's actually NSC Builder itself requiring additional modification to downgrade titles with target higher than 22.1.0.
DBI reports the following for Well Dweller
Meta SDK: 23.3.0
Program SDK: 22.2.5 (22.2.0)
Sometimes games do not only require a key for a certain FW (which can be lowered with tools like NSC_Builder) but also really use something from that SDK which simply wasn't present on a lower FW and thus are never able to be patched to run on it.
