(I'm using a N3DS, 16GB micro sandiks)

After I had downgrade issues on monday I managed it using PlaiSysUpdater with no errors.
Now I tried to proceed to the next step in the guide where I have to use the OTP One Click Setup but it fails on Verification 1 and 2 with an error that is not described in the troubleshooting guide.

So I restored my formatted emu_nand, downgraded again but used the "unbrick emunand" function before attempting another One Click Setup. Which again resulted in the same error.

The Troubleshooting guide refers to mismatched TWL hashes but this seems different.

I think he just was "mocking" you for spelling it wrong.
Yep, but Sandisk was also the most knocked off brand of microSD a few years ago...

00009802 is the home launcher, I personally would not try flashing it...

Did you install the permanent region free cias? The other titleid that gives problems is NS!

I see ... I think I know why this might happen, I installed the haxed home menu with region-free support a while ago.
I assumed it would be over-writen by tinyformat / downgrade to 2.1

Yeah, I thought that too: well, restore emunand, then open FBI, and manually reinstall clean versions of those cias (a version matching current emunand, not the 2.1 ones!)

It says so in your log: the NS driver (00040130-00008002) :)
duh... right, ok I've re-downloaded the files using 3DNUS and will now re-flash the formatted nand backup following the installations of those 2 CIAs

I'll update here, thanks Ryccardo

Try manually uninstalling them first (it should be safe as long as you don't exit FBI until you're done, and then you directly power off your console)
