ROM Hack Ore ga omae o mamoru (Menu Translation)

Hi guys, I have some questions for you.

I'm on a menu translation of "Ore ga omae o mamoru" and i'm kind of stuck...
My only problem is in the tiles,

I've dumped my game and open it to crystaltile and
this goes like this
Tile: Example.NCGR
Palette: Example.NCLR
Map???: Example.NsCR

I can't look at the tile without the palette and i don't know what the third things is about
i think it links the palette to the tile but i'm not sure about it
...
I'd like to understand how it works so i can modify it for the tile translation.

I will upload some screenshots later to show you!

Think of it this way:
The NCGR is just a collection of tiles.
The palette has the colors that the final image will use.
The map has the order of which the tiles will be displayed in the actual image, and it holds information about which tiles use which palette.

You can use Crystaltile2 to browse through the files in the game. Right click on an NSCR file and select View MAP to load it, then use Export/Import Image to replace it.

Because I had already began working on a menu/item translation for that game, but it's been long since I've done any effort into continuing it - maybe we could help each other on the translation?
