ROM Hack Question Opening BDLI Files?

As the title says.

I'm going through AC:NH's files and there's a directory, \BDLI\, with a bunch of - you guessed it - .bdli files (in .zs containers, but these are easy enough to extract).

What I wanna know is how to access these files. Because they have names like NookMileagePlus_Title and ETC_ChatBalloon and are divided into separate language folders like USen, JPja etc. I wanna assume they're text-based, but when I open them in a text editor it's a garbled mess and when I open 'em in a Hex editor, they all start with a header like so:

and then the rest is like this:
upload_2020-4-6_0-16-49.png

So really, my question is now two-fold:

1) What do these files contain?
2) How do I open them?

Any help is appreciated, and I'm more than happy to clarify on anything if need be, thanks.

If something is categorized by language, doesn't mean it's text only. Textures can't be also separated by language f.e.?
It's even possible that they may be font styles.
And body looks like metadata - some of them are integers, some floats. Without serializing assets you won't probably know what they are responsible for. And this real RE job for months.
