Offline versions of DS games on the Virtual Console

I know a few Nintendo DS games that were released on the Wii U Virtual Console made certain features that originally required local or online connectivity accessible through normal means due to the emulator not supporting either (and most online features being officially discontinued for the DS and Wii). For instance, Animal Crossing: Wild World no longer requires a friend to visit Tom Nook's shop for the final upgrade, and in Fire Emblem: Shadow Dragon, the "online" shop no longer requires online at all to access.

My question is, how were these changes accomplished? Were the ROMs themselves modified or were they patched on the fly like I hear most modified Virtual Console games are?
