Homebrew O3ds fw 11.3 can't unban?

Hi everyone!
I have an old3ds Us, fw 11.3 A9LH
It's banned error code: 002-0121
I tried to unban it, inject Localfriendcodeseed_B from another one, inject empty NNIDsave.bin, change ID by edit Secureinfo_A, but it won't work
I did it again so many time, but nothing happened.
Anyone know how to unban this?

where did you get the localfriendcodeseed_B?

Is it from a system that can access online play? You need to get a clean one from another system.

My friends list give the same error, so i think i cant online play
