Nintendo Switch lite doesnt turn on but charges at 14V 0.47A and never changes

so I am trying to fix my switch. it seems like it doesn't want to turn on but it charges whenever I plug it into a meter. I notice that the BQ chip has been getting hot but I am unfamiliar with the temps of this chip and I would like to know how should I go about checking to see if this chip is shorted?

Such chips can get warm but not so hot that touching them becomes uncomfortable.
You might indeed be looking at a short in some of the capacitors but there can be other reasons.
It is possible that the charging circuit is working fine while the power supply circuit to the Switch is causing the problems.
If you have the equipment, remove the BQ chip for some accurate measurements.

There are several threads on this forum which mention all kinds of voltages and capacitor values.
Just search GBATemp.
The following thread mentions all the values of the capacitors and the video will hopefully also give some insights.
It also contains the datasheet for the BQ chip which contains a diagram that is very close to what Nintendo uses.

i assume your using an officle switch dock charger (the one that came with your lite)? i know the lite doesnt have a dock but that charger works better on lites than other type c chargers

for back story i couldnt fix the board from this original post so i got another one from ebay. note this was working perfectly until my accident. so i had an accident recently and i broke the connector for the left side controller. not a big deal swap it out with another one.......yeah another accident happened....sadge I knocked over an sn1-021 ic and it seemed like it shorted onto the cap. so i remove it and placed it back into its position and now i have no charge, no power on and when i measure voltage down its all what its supposed to be around the BQ chip and the M92. can i get some suggestion as to where to look?
I also checked the caps around the connector and they are all good
