You may be banned already as you logged on with fake tickets for 3DS titles installed.
Most people say that getting a 3DS banned is not as likely as with Switch, but better be safe than sorry imo.

Downloading titles using CIAngel and freeshop was blocked by Nintendo a good few years ago that is why its not working for you.
