ROM Hack Nintendo eshop error 007-7331 using CIAngel

When I press the to redownload screen it takes me there and I press download now and I've tried download later but after a little bit it gives me the error code 007-7331

@ScytheXD You're 2 years or so too late, nintendo doesn't allow downloading 3DS games without proper authentication anymore.
You may be banned already as you logged on with fake tickets for 3DS titles installed.
Most people say that getting a 3DS banned is not as likely as with Switch, but better be safe than sorry imo.

Downloading titles using CIAngel and freeshop was blocked by Nintendo a good few years ago that is why its not working for you.
