I don't know why, but I get a feeling you typed it as well in the past. It's not H9LH - it's A9LH. People get confused easily here so you might want to learn the correct/most_used term.

You need either Cubic Ninja or Ocarina of Time with a powersave.
That way you can either use Ninjhax or OOTHax to access the HBL to launch sysUpdater so you can downgrade to 9.2 and be able to use a CFW.

Ah I see thank you for the insight. I assume once you downgrade to 9.2 you cant use the eshop anymore? or is there CFW out there that allows you to keep updated to use eshop and other services? I play multiplayer games from legit carts.

Downgrade to 9.2 -> setup EmuNAND (or a9lh) -> update EmuNAND

Im on the N3ds with the 10.7 version and trying to use the oot3ds method with the smea starter kit. Everytime I load the game with the haxxxxxxx save file and press a, it appears to try and work then it says home menu robpin something or other. Then it kicks me back to the standard 3ds app menu screen and never launches a Home brew menu.

try holding the X (or Y? I forget) button to load it. One of those buttons will skip the SD check and download a new, proper payload for HBL.

When would I hold the X or Y? when I loaded the Zelda haxxxx file? or when it gets to the black screen where it says Ropbin?

Just before the screen turns black, and hold it. Pretty much immediately after you hit A to trigger the exploit.

Update: Was able to successfully downgrade to 9.2 from 10.7 using oot3d with powersaves on the n3ds using the Plailect guide along with some youtube videos that visually showed the process.

Im currently in the process of backing up SysNand, what does A9LH allow me to do? is that so I can update the system fw to play the newer games and use their online features?
