the dump is not late. the official release date for europe is 26/9/03 - the carts you have seen are us-imports.

Ehm... One thing that disturbs me greatly is that this is a 128Mb cart! US release is only 64Mb. I don't think four extra languages take up that much more space. So was this really necessary?
