Samsung screens are the best at the moment, for both PC and HDTV

Samsung 226 for PC
and any samsung HDTV cleans the floor of other brands at the moment (heck, even sony steal samsung screens in their overpriced Bravia TVs)

I would recommend the samsung 226BW,

or a 24 inch monitor if you want 1080i TV broadcasts to work (monitors less than 24" rarely have 1080 vertical lines)

Monitors under $200 will most definitely not have nothing more than VGA or DVI (no SVHS, composite). If you want to watch TV, you're best bet is through the laptop.

Can you tell me hot to watch on my laptop i rather watch it on a bigger screen like 19in mines 15in

But seriously, he has a point. I type this to you from a samsung monitor, and I assure you they are brilliant. Although I have absolutely no idea what model this one is, its Black and a flat panel (big help yes I know). Go with samsung if you can't decide, chances are it'll be great anyway.
