ROM Hack need help :how to edit 3ds text & photos

Hi, Im new here and I got lost kindly,I would like some one who guide me how I should start to edit text\pics on 3ds games like for example which tool is useful for editing photos ,texts & text moving from right to left . Im using windows 10 ..
Or maybe good tools for NDS also...........
