Need help converting/burning video

I currently have a .avi file that is 720x480, with a pixel aspect ratio of 1.2 so that it stretches out to be 16:9 widescreen. Now I need to burn this to a DVD, so I was wondering what the best program was for converting it into DVD video, keeping the aspect ratio, and having the minimum loss in quality. Thanks for the help.

Assuming you do not want to do it manually I suggest FAVC:

Menus for up to 8 titles and uses the best freeware software available (quality wise in my opinion it is up there with commercial apps but it is ever so slightly slower). You can add stuff and not have to touch it until imgburn appears wanting you to hit burn and you can also involve yourself at every stage if you so desire.

Remember to stick ensurevbrmp3sync() in the box, here is a slightly older version but it is what you need:
