check the return policy for wherever you get it, theres a very small chance though it cant be possibly confirmed that Nintendo may have sent update orders to retailers who repackage them.

Serial is qeh1020.

I found a seller on kijiji who claims to have a Blue(?) european n3ds xl with serial QEH1011, according to the list it should be a black 9.0.0-20E is this even possible? am i misunderstanding something or am i being scammed?

Its either been unreported yet or it's a newer batch with a low serial number.

How do we exactly know if its really unopened and where to search (any advice)? I can only find new 3DS consoles with QEH1054, QEH1059, QEH1060, QEH1061 etc (mostly metallic blue and metallic black ones) which were 99% on higher firmware than 9.2.

The only logical way to find out is to buy new in store look for fingerprints as you open, see if it asks you to setup the 3DS, and to see if it still has the paper airplane video or tomodachi demo. That's about it other than that you will have to take the sellers word on it.

Plastic is overkill but a small piece of tape like the o3ds would have been fine

It may very well be, but also noting that QW1099 is a unlisted model. Hard to tell. And I just wanted to thank everyone who contributed to this list as it helped me avoid a 9.8 model and score a 9.0 model. I just went to the drugstore as I know they stock video game things but they never sell them. Found a dusty QW1027, Thank you!
