My DS4 does not blink orange when plugged into my laptop.

I plug my DS4 to my laptop using a micro USB cable...but there is no blinking orange light. However, when I unplug the USB cable and press the PS button, it starts blinking in white .... This is the first time I am charging it in 2 years ...

What's wrong ?

I think pulsing "orange" notification on ds4 happen only when connected to a turned on ps4.
Using pc the controller does connect, but leds won't pulse (unless using appropriate software )
