I guess they do.

When I got my DS's, I charged them right after unboxing them. Just to be on the safe side.

Does the light change color when it's fully charged, or does it stay orange/reddish?

My manual said the unit came uncharged, so I was a little confused - but the screen shows a full battery.

yes it comes charged, dunno if fully.

I'm noticing that more and more devices are coming with more than a 75% charge now. Not sure why this is now, but yes it is normal.

usually the battery charge on the ds screen only changes when its below 25% or something

They normally have at least 3 hours or so of battery, every one i have sold has. i use it as a selling point, nintendo knows you cant wait to get home to charge it hehe
