Get back to homebrew and use EmuNand9 tool, you can find a thread somewere. It will let you format emuNAND from it.

ReiNand is probably set up as your boot.3dsx. Replace it with the Homebrew Launcher boot.3dsx (available in the Homebrew Starter Kit).
you can also get the boot.3dsx excutable without starter kit. https://smealum.github.io/ninjhax2/boot.3dsx this link will download the latest boot.3dsx

I got it working! I just need to run FBI to install the CIA of it and I'm good! Thanks for your guys help!

FBI is being really stubborn. I've tried running it 5 times, black screen.
