Whenever i press the damn power button it goes BEEP BEEEEP BEEEEEP BEEEEEP BEEEEEP and at the same time the CPU makes more and more noise... and then eventually both sounds die down. the CPU's (green)light is on, but my monitor isn't.

no calling for technician pl0x, my father says its an old computer, i dont even know how oldit is, it was from someone we know)

5 beeps means a processor failure. These beeps are to tell the user what error it found during the POST.

Make sure everything is connected properly internally. Take out the ram and put it back in etc.

I've used that quiet a lot, i've got 2 old computers (one 8 years, the other 7) and they beep quiet often. Both of them have only few parts working. I really need to get a new computer
