Gaming More questions regarding ROM releases

so guys...,. on a couple of different sites,
I see a couple of recently released roms, released by different groups.
even to the case where a release from an unknown source, is just "claimed" by a group
in terms of independent releases, do some groups (not naming any names)
have a history of taking a dump that someone's posted somewhere totally random,
and releasing it as their own?

i think its which ever group gives it to the scene, so if some nobody doesnt release it to the right place, a major group could take it

so how would someone get a release to "the scene"?
is there a scene president who needs to be notified in triplicate?
some secret drop box, mail slid under the door mat?
it just seems weird to have some stuff labeled on some sited under one group, and on others under another or independent.

Well, the only way to get into the scene is to be invited, or to be like the release groups, and release titles on private FTP sites or "Topsites"
