Your link is broken, am I to assume
http://cgi.ebay.com/Combo-Maximus-Xtractor...=item56364eabd9 is what you are looking at.
If so yes it will work, that link includes the probe so be careful when buying things somewhere else as it may not include it.
The probe is only half of the solution for the liteon 7 series (8 series up to the last few months could use SATA, newly manufactured 360s seem to not yet be flashable), to go with it you will need the xtractor base unit (the liteon probe is an addon).
Com ports are not necessary once you have one of those devices as you can use USB. You can still use a com port mind and it will save you having to install portio drivers:

Most people here probably including myself suggest jungleflasher instead of the xtractor software (the only thing that is up there with jungleflasher in my opinion is dosflash), remember to read the error messages fully (the later 7 series liteons did not include all the data, only the key is necessary and that will still dump fine but this lack of data can throw an error).
A standard USB to miniUSB cable (like the PSP cable) is necessary.
Power comes from a standard molex adapter (probably what powers a fan in your machine and anything that is not sata or a floppy drive), the whole point of the kit before the spear came along was that it avoids the need to use a 360 to power the drive.
