Nexon is definitely not strict on hacking, in fact, their leniency and dependency (I'll talk about this later) on hackers is one reason why Maplestory is so popular with hackers.
It's not the hackers that really bother me, it's the fact that Nexon (the company behind Maplestory) doesn't care. Why? Because hackers buy NX and if they ban all the hackers, they lose a shitload of cash, probably more than 50% of their total revenue from NX sales.
Nexon is located in L.A., I'm sure they get many UCLA and USC graduates working there, and I'm also sure that the Computer Science students from two of the best engineering schools in the country are not idiots. They can easily go through logs and ban every hacker. I know they have the ability to do so because they've done it before. But they choose not to, because of their financial issues.
I would rather play a pay game like WoW, because you can't buy yourself immunity from bans, but after learning my lesson from this, I'm staying away from all MMORPGs.
