It's a renamed .zip file, 7zip should be able to open it.
The texts itself are probably part of the eboot, how to get the text out of there and put it back in is another thing that is more complicated.

I'm more curious about the anime looking character in the bubble, anyone know who it is?
I dunno why but i find the pill bubble for vitamin funny. For while we had cheat devices like gameshark, action replay, game genie, and code breaker, i wish one of them had a pill, then it could be a inside joke as the pill represents drugs like steroids since you technically are using cheats to alter game behavior, rig the system in player favor and buff character stats, is the basics of steroids. Increased abilities.
