Ya know... I think the devs would rather create exploits and stuff instead of do this... You can edit the homemenu and probably change it, here's a guide https://gbatemp.net/threads/tutorial-edit-the-homemenu.424449/I think it would be a nice idea to be able to change the clock format from a 24 hour clock to a 12 hour clock. That way I wouldn't have to subtract the time by 12 hours.
Changing the clock would require reverse engineering the home menu and probably more. There is no simple way to just change the clock from 24 hours to 12 hours due to how the 3ds fw is built. The best chance is through a custom home menu, but games will still use the 24 hour clock.Ya know... I think the devs would rather create exploits and stuff instead of do this... Stability must be enhanced before a 12 hour clock can be implemented. Everyone knows that an unstable 3DS is basically a bomb, and a 12 hour clock means it's quicker to 0:00!!that should be an option in a 3ds update instead of so much stability.

I commend Nintendo for their constant struggle against 3DS instability.
