He accumulated a bunch of warns and got suspended. Then he made a dupe account, evaded the suspension in other ways and bragged about it so he was banned.

And he is still making dupe accounts, even making one today to "apologise" to the mods.

He obviously doesn't get it. :/

An account ban is usually enough, but if the same user makes several accounts in order to cause a nuisance, then an IP ban can be used to limit them further.
