It's about the best you'll get in that price range (that I could find on newegg) without going recertified, or risking something shitty.
Video RAM isn't a measurement of performance either.

Both those cards can come with 256 megs of video ram on them, but the second one is over twice as fast as the first.
Games used to recommend a certain amount of ram on the card because it's an indicator of the card's AGE, not always the power, and most games won't work with cards older than a certain limit, which depends on the game... but nowadays video cards can just leech off the system RAM so companies can claim their video card has "up to 2GB VRAM" or something like that, when it doesn't mean shit for normal games.
Most stuff you see people measure computers by is just BS fed by companies that want to sell more shit, unfortunately.
