Well 11.17 released a few weeks ago. It may just be that your 3ds didnt update to that.

Idk cause I updated to fix a twl issue (twl still acted up) a while ago and that must have been 1.17

I just updated my system, and it's having no issues. Latest firmware is 11.17.0-50
