Nope you are stuck on 9.4.0.21 UNLESS you do a NAND hardmod, then you can write it back, but that requires soldering to your 3DS
You can, but you need your 3DS NAND modded, which usually costs anywhere from $30-$60. If you don't have an XL or a good soldering iron (temperature controlled), I'd definitely recommend having someone else do it.
