. . . there is your problem you are on 9.2 and should use soundhax to install b9s and no where in the instructions for b9s installation via soundhax says to "Boot your device while holding (Start) to launch SafeB9SInstaller" Homebrew Launcher (Soundhax) - 3DS Guide
