Hacking Is this some kind of weird semi-brick?

I accidentally updated my wii to 4.3 (from 4.1) so i downgraded it back to 4.1 with dopmii. but then i couldnt access my sd card (in the wii menu) when i try to open it my wii freezes my wiimote starts vibrating and the wii makes weird sounds

You should never downgrade your system menu, if you do it without being careful to reinstall the stubbed system menu IOS you'll permabrick your console (unless you have BootMii boot2)
It would be best to update back to 4.3 at this point.
