been away from the scene for a while,want to know if there is any hombrew app or CFW that can backup/restore a nand to a usb external drive? please let me know if such homebrew exists.

No, but you have the following common options:

1. Backup your NAND to an SD card using Hekate (recommended)
2. Backup your NAND to your PC directly over a USB connection using memloader and HacDiskMount

maybe in the future CFW's will implement the option backup/restore to a external storage.

You can copy the backup to your PC or any storage you like.
