is there a way to set a download speed limit

here is my problem, i am trying to download from mirc, but if the speed goes over 350kbs my pc crashes, if i am downloading more then 1 file at once and my download speed is cut down then it does not crash so my question is there a program or a setting where i can change how fast i can download too, im thinking of just setting it to 250kbs and see if it does not crash.\
or if there is a setting on mirc to limit the download speed.

I know some routers allow you to prioritize (sp?) what gets bandwidth priority. With some routers I believe I have seen some give the option to limit bandwidth per protocol.
