ROM Hack Is there a way to install Dynasty Warriors Vs. spotpass dlc sperately?

Im not sure if it goes here but heres my question anyway.

Does spotpass dlc install the same way as normal dlc? Like a .cia file or something?

The game in question is Dynasty Warriors Vs. I have a japan original 3ds that could have this game installed as .cia and then leave spotpass on to download it normally from the games server(? or nintendo's) correct right? I understand that.

But my question is, say if I get an usa 3ds (original xl i was thinking) the jpn game can still be installed but the spotpass dlc wont download via the game or nintendos server on the usa 3ds because of the wrong region right?

Is there a way to download and install the jpn spotpass dlc on the usa 3ds?

Ah finally got the extra characters, there in this new save here. It should work both on citra and an actual 3ds.
