Is replacing syscon and completely clearing the data possible?

I have a question, someone offered me a console claiming it was never used at a very good price. I understood that ps3toolset is a reliable tool to check it without hacking (runtime and shutdowns). The thing is that the data that tells about this is stored in the PS3 syscon chip. So if a professional repairman replaces the chip, can the data be reset... is that possible?

It is incredibly convoluted to do so, but technically, it could be possible?
in my opinion it is next to impossible to lie about, having gone through a full SYSCON replacement myself it was a very complicated process
If they're saying that they are selling it practically new, and if there are pictures of the sides of the system and with all stickers intact, i would believe that they are giving a very low price likely out of not knowing how much they can go for.
