IMO yes it's totally worth it. There's quite a lot you can do and it's pretty great at emulating older titles.
If you can find one and afford it, I'd recommend getting one of the 'New' style 3DSes that have the extra power. Makes a lot of things run with more stability and it gives emulation a bit of a boost.

A few years ago I bought a 3DS XL (red) for $40 from a guy who seemed strapped for cash and I got an insanely good deal.

I had the console CFW'd by someone from this community whom I don't remember anymore and these days I use it just to play Mario Kart 7. Does it feel repetitive? Yeah, sure. Boring? No, still fun!

Also have an OLED Vita, but much as I like the Vita, it can't beat 3DS' catalog.
