it isnt on the NA eshop either, in NA you were only able to get it through a limited time offer club nintendo code, its only available publicly in japan, and no you cant access other region eshops
Nope, I already tried this and it doesn't work because your NNID has to be from the right region. Plus the apps wouldn't show in your home menu anyhow.
