I've watched this documentary by Vice about Gang Stalking and it's a very good doc, but it just seems it's paranoid people who think they're always being followed?

Yes, and its mostly common in really rural areas with a higher crime rate as opposed to other places.

The short answer is yes
The longer answer is, that most people aren't going to experience it. Those who do, tend to have something at the core of it. For example, people looking into cults like Scientology often end up being stalked by the cult. Someone famous might experience it at some point in their career. In most cases for the average person, it's a delusion and most likely linked to a mental disorder.

That makes more sense and if they begin with stalking it can probably become dangerous later on.

Paparazzis are an annoyance for famous people and understandably they want to avoid them.

According to Preston B. Nichols's book The Montauk Project Experiments In Time Ingo Swann as one of members of Scientologists(Scientology)got involved for instance nowadays in USA symbolically metaphorically literally ironically seriously not jokingly so-called remote viewing especially in Mount Everest I think as far as I remember...etc.
I guess I need to be more active less passive.
Not too passive and not too active.
Probably more neutral.
In between.
Anyway I guess it could be even so-called Yehova Witnesses(believing in ancient,mythical political-religious stuff).
