Yes, they got the guide for Hermes CIOS, but it will said "Offline NUS Downloads":

Or you have the WAD files, you can use the WAD manager (https://sites.google.com/site/completesg/how-to-use/wad-manager) or Multi Mod Manager (https://gbatemp.net/threads/mmm-multi-mod-manager-a-collection-of-tools.208281/) which you can install ios 222 instead of using Hermes CIOS with wifi.

you can also generate the wad on your computer with modmii.
then install it with a wad manager.
