Are you meaning the DS web browser (not the one from the DSi but the physical cart version) if so then yea you can load it, you will need a cheat database with the RAM extensions in order to use it though, the application can't run on its own. You can use my cheat database, it has the cheats needed to make it work: https://gbatemp.net/threads/deadskullzjrs-flashcart-cheat-databases.488711/
