Hacking installing cfw 3ds ctrtransfer image problem

hi ive been following pliacets guide and am upto the point where I need to install a premade ctrtransfer image,the problem being I cant download the file from this https://3ds.guide/2.1.0-ctrtransfer,,link highlights but goes no where
