+2 is the highest and and L5 is the highest. So if eternal blizzard is +2 you can't level it up more.

NO! Once you continue further in the story you will get Gouenji and he will learn Fireball storm and it will be L1, that means the highest level that it can be is L5. If moves don't have "L" then the highest level they can level up to is +2.
