Hacking in a rare spot

So I just got bought a 3ds yesterday and just my luck it has 9.9 firmware on it and the 10.4 update just came out and I don't want to update..... so my question is can I get browserhax and homebrew? My searching sais no but I could be wrong..... any help would be great this site has and community has been a massive help since my gba days thanks

Go to the guide section, as long as you are on 10.3 or below, you can use any guide.

Browserhax should work. I don't see why it wouldn't.

You can still buy a copy of Cubic Ninja or Ocarina of Time to launch the Homebrew Launcher, and then downgrade

If you have an n3ds there are ways of using browserhax again, if you have an o3ds you are out of luck. You would need oothax, ninjhax or ironhax to install at least menuhax
