Final Fantasy III and IV. You can roam everywhere once you get the airship. If that's what you mean by free roaming

I think be free roaming he means like an open world aspect. I would say Grand Theft Auto, since it has been hugely successful for the open world aspects, but you said "no violence". Otherwise your choices are few.

Other then that there isn't much fitting in your criteria.

My Sims Racing? You can go around the town doing side quests.... but to race, you actually have to go to the respective track venues.

GTA is as close as you can get for 'free roaming'. what kind of game are you looking for anyway? you say free roaming, but you also say no violence or no rpg. and no this and that(above). you really have no choice.

Seriously though, Animal Crossing is pretty good. I don't know if they have something like Tony Hawk on DS, those are often free roaming.

But you don't really have a lot of choices, after you ruled out RPG and violence.
