Moving country to one with laws you find more agreeable is a time honoured tradition, however paying attention to such things from most kids is a bit like looking to the news article comments to gain financial advice for game companies.
Though in this case the kid would also do well to actually look at the state of things -- of those states with capital punishment still on the books several will not have done it in some time and you also have the interesting case where medical companies/drug producers will not sell the drugs to prisons (some instead bringing back firing squads). Good and bad are relative terms. It's your choice whether you want to call it good or bad. In an objective sense good and bad do not exist.
