OP said no RPGs like Pokemon. Notice he plays Kingdom Hearts. Chrono Trigger I feel is fair game. You don't need to fight anyone except bosses. Final Fantasy IV is more like Pokemon, turn based. But the story is well worth it.
Story aside, a game like pokemon would be turn based battle systems, like final fantasy IV and Chrono trigger. Is not a action rpg like Kingdom Hearts.

If you're looking for a game that need a very good concentration and fast reactions you should try Megaman Zero Collection, it's a Megaman game (not a very traditional one though) and is fun.

It contains the four Megaman Zero games released for the GBA on a single cart.

It contains the four Megaman Zero games released for the GBA on a single cart.

I second this and Megaman ZX and Megaman ZX Advent. All good titles. Although these games will also kill shoulder buttons so beware.

If OP wants some action, OP should play LoZ: Phantom Hourglass and LoZ: Spirit Tracks. Surprised they have not been mentioned yet.
Maybe cause is a stylus game, not really appealing to most people looking for Action. My best guest. :P

That like saying Brain age, or Ninja gaiden dragon sword. Action games? What about Kirby Squeak squad, mass attack? Yoshi's Island DS, I though everyone loved that yoshi game. Mega man ZX advent, Mega man Zero collection, Mega man star force. Does OP play fighting games? Bleach blade of fate, Sonic rush adventure. Ultimate Mortal Kombat 3, Guilty Gear dust strikers. Contra 4, 3 Castlevania games on NDS O_O

At least try one of them, I named 10 good games recommended by many players.

Games like Mario and Luigi: Partners in Time and Bowser's Inside Story would be right up your alley.
You'll have to press X, Y, B, and A to dodge certain attacks to avoid taking damage and of course, do the same for your attacks.

Radiant Historia is a good rpg all about making decisions and/or time-traveling with gameplay similar to Grand Kingdom (Vita) and Grand Knights History (PSP).

I also suggest the Ace Attorney games an Shin Megami Tensei games
I love SMT, but I think it's the exact opposite of what OP's asking for.

I recommend the Castlevania games. I don't think they're as good as SotN or the GBA ones, but they're still great.

¯\_(ツ)_/¯ What's life without an adventure? I didn't think I would enjoy any of the games I suggested and now they are my favorite DS games (and game series for some.)

You may want to refocus your efforts on the EU version then. Or, are you trying to make a better US version?
