Gaming if you delete a ticket of a game you purchased will you have to buy it again

No. CIA piracy would be more difficult otherwise.
The tickets are the proof you purchased the software. If you delete the ticket, you will have to purchase it again. If you install a ticket, you will have the proof you purchased it, even if you didn't.

so how does this work if i put my nnid on another 3ds it will have all my purchases still on it ive heard people lose or break there 3ds and nintedo tranfer the nnid to the new 3ds and their games can still be redownloaded

Actually no, you don't, every time you log in your NNID the console syncs legit tickets between your console and your NNID, (this includes your purchased games, and how many DLCs you own), of course pirated tickets do not get registered in your NNID but they don't get deleted either.

that isn't totally correct...
when you transfer your id to another console, the "non purchased" tickets don't get transfered...
nintendo has the history of the legit tickets, i heard about cases when people lost their ds, or it broke down, they asked nintendo to resque their NNID so they could put on the new console..
and when you install a cia, it installs a ticket as well, ortherwise you wouldn't be able to install the software... this ticket lets you download from the eshop but it doens't fully install the game...
