I want to start developing homebrew apps for the 3DS and I was curious where to start.

Not necessarily; unless I'm mistaken, libctru supports c++. In fact, I've written plenty of homebrews in c++ without an issue (and I haven't installed cpp3ds, to my knowledge). However, I could be wrong.And in that case, since you'd be using C, I'd recommend https://github.com/cpp3ds/cpp3ds as an engine.

I have some experience in Java but that most likely won't work here.How much experience do you have in programming?
