Looks good to me! I won't use it because I don't like One Piece, but it's still really good to me =)
First of all, thank you for adding a skin.
However, I feel the text on this skin is quite sloppily done. It's a white box on an image with Arial text, not exactly beautiful. Try using borders for the images, so they don't look like they are randomly copied and pasted onto the background.
